This figure does not represent entirely new investment, because several components already exist in the Finnish energy system:
Hydropower (~3 GW) is already largely built
Existing nuclear capacity (~4.4 GW) is already in operation
Part of the CHP capacity already exists
Data center backup generation would be installed anyway
When these existing assets are considered, the additional new investment required could realistically be around:
70–100 billion € over the next 25 years
This corresponds to roughly:
3–4 billion € per year
which is consistent with the current pace of energy investments in Finland.
If approximately 8 GW of data center backup generation is integrated into the electricity market as flexible capacity, Finland could avoid building 10–15 billion € worth of dedicated peak power plants.
At the same time, this would create a large strategic reserve capacity for the power system, improving resilience and security of supply.
This concept reflects the emerging Finnish Industrial Energy Architecture, where energy production, storage, industrial consumption, and digital infrastructure operate as an integrated system.
